Proposed rate changes will be presented at a public hearing to the agency's board of directors to vote on adoption. Regardless of the results of the vote, Proposition 218 prohibits public agencies from implementing proposed rate changes if a majority of the affected property owners file written protests opposing the proposed rates before the end of the public hearing. To count toward this majority, you can submit your written protest using the form provided at the end of this section, write a letter (postal or electronic) to the Sanitation District following the requirements listed below, or hand it in at the public hearing. Only one written protest per affected property may be counted towards the majority protest.

• Assessor's ID (parcel number)
  • This number was included on the notice mailed to every property owner. If you don't know your parcel ID, you may obtain it from your Los Angeles County property tax statement, or by visiting the Los Angeles County Assessor's website.
• Parcel site address (or description of parcel's location if it has no address)
• Date, printed name, and signature (scanned or photographed original signature is acceptable) of the property owner

• A statement that you are protesting the proposed rates. You don't need to give a reason for your opposition; opposition alone is sufficient.

Yes. Because the protest threshold is based upon a majority of the total number of parcels, it is important that a separate protest be submitted for each parcel.
