When Senate Bill (SB) 485 became effective in January 2016, the Sanitation Districts gained authority to manage and treat stormwater and dry weather urban runoff in Los Angeles County. More specifically, the Sanitation Districts are able to construct and operate facilities for:
- diversion of stormwater and dry weather runoff (collectively, water) from the stormwater drainage system;
- management and treatment of the water;
- discharge of water to the stormwater drainage system or receiving waters; and
- beneficial use of the water.
SB485 was enacted so that the Sanitation Districts could use their facilities and expertise to help their member cities and unincorporated Los Angeles County meet strict requirements in Municipal Separate Storm Sewer System (MS4) permits, which generally target the cleanliness of the water in the stormwater drainage system.
