The conceptual framework of the receiving water monitoring requirements is derived from guidance provided by the Southern California Coastal Water Research Project (SCCWRP) in their publication Model Monitoring Program for Large Ocean Dischargers in Southern California.

The receiving water monitoring program includes three components that comprise a range of spatial and temporal scales:

1. Core Monitoring
2. Regional Monitoring
3. Special Studies
